Conservation Commission Minutes 12/9/14
CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: 12/9/14
Present: Timothy Lovett, David Dempsey, Christopher Blair, Pat Edelstein and Dennis Lynch
The meeting convened at 6:00p.m.

DCR – Skypeak Trail – Beartown State Forest – repair the Skypeak Bridge (D. Dempsey & D. Lynch are the project managers)
Scott Morrill of DCR was present to review the project and answer questions about how the project will be implemented.  The project was approved as a N2.

Driscoll – 402 Main Rd – RDA – to log a portion of wooded land (T. Lovett is the project manager)
Mr. Driscoll submitted a letter to formally withdraw his Request for Determination of Applicability.

Perlo – 225 Hupi Rd – RDA – Installation of a subsurface disposal system within the 100’buffer zone of an intermittent stream and pond (C. Blair & P. Edelstein are the project managers)
Chris Tryon of Berkshire Geo-Technologies was present to review the project details.  The site has an existing failed septic system that needs to be replaced.  The project was approved as a N3.  The system will be installed in the spring.

For Discussion:
1.  Mail was reviewed.
2.  Minutes from 11/12/14 were approved as written.
3.  The commission level funded their FY16 budget request.
4.  The Commission reviewed a special permit request for 2 Point Rd.  The applicant needs to file a RDA.
5.  Dennis provided suggested text for the first of a series of articles to be in the Monterey News each month.
6.  The Commission discussed the $25,000 they have in a Conservation Fund collected as a fine a few years ago.  The Commission discussed whether or not the Commission could use some or all of this money to help with the mitigation of the milfoil in Lake Garfield MGL Chapter 40 Section 8C dictates this).  Discussion ensued about the fairness of giving money to Lake Garfield and not Lake Buel but it was mentioned that Lake Buel has their own tax district which raises money for the maintenance of Lake Buel and Lake Garfield does not have this.  The Commission noted that it may be a five year plan proposed but once you start this type of mitigation it becomes a forever plan.  The Commission was not inclined to use this money for the purpose stated above for the reasons stated above.
